Woodbridge is a residential strata and is one of the oldest strata’s in the lower mainland. Built between 1971 and 1972 it consists of 93 townhomes in 16 buildings with an indoor swimming pool, a playground, a community room, and a covered roughhouse. All the townhomes are the same size and layout and have the same entitlement and strata fee. When originally built and marketed the basements were completely open and unimproved with bare walls, floors and open joist ceiling. The upper floors had plain carpet in all the rooms except the entrance hall, kitchen and bathroom, which all had linoleum. Most have been updated over the years

Strata Bylaws: The Woodbridge bylaws have been updated by strata lot owners over the years and reflect the manner in which the owners wish their community to operate. A copy of the bylaws is available to owners on this website and all owners should ensure that they are both familiar with them and adhere to them. Under the Strata Property Act it the responsibility of the Council to enforce bylaws on behalf of all Owners.
Strata Fees: Building and grounds maintenance, garbage and cardboard removal, insurance and utilities for the pool building and other common area operating costs for Woodbridge are paid by the Strata fees collected on the 1st of each month from all owners.
Garbage: There are two garbage bins at each end of the complex which are emptied twice a week. These bins are for household garbage only and residents are not to put paint, hazardous material, bikes, cardboard, furniture, appliances or similar large items in the bins. A large bin is brought in from time to time for disposing of large items.
Cardboard and Recycling: There are recycle and cardboard bins at each end of the complex. Any recyclable paper, plastic and cans can be put in any of the blue recycle bins. Clean cardboard, newspapers and cereal type boxes can be put in the green cardboard bins located by the recycle areas.
Patios and Front Entrance Areas: All property outside the walls of the strata buildings is common property. Patios at the back and planted areas immediately in front of strata lots are limited common property that is for the exclusive use of each strata lot. Strata owners may landscape these areas within the limits set out in the bylaws and written permission is required from Council prior to making any significant changes such as fences across the ends of patios, storage sheds in patios, extended paving stones, decks, etc. These areas may not be used for general storage except in an approved shed and must be kept clean and tidy. All plants or shrubs in these areas and trees in patio areas have been planted by owners over the years and must be maintained by owners. The only landscaping maintenance done by the strata in these areas is grass cutting.
Parking Stalls: Each strata lot has two assigned parking stalls and ownersmust ensure that oil or other automotive fluids do not soak into the blacktop in their parking stalls. Vehicles that are not licensed for the road must have valid storage and $1,000,000 liability insurance and are limited to a maximum of 90 days of storage.
Visitor Parking: There are four sets of visitor parking stalls located in the complex and the stalls are clearly marked. Residents are not allowed to use these stalls unless they have a visitor using one of their assigned stalls. Unless an extension is approved by Council, each visitor is limited to using visitor parking for overnight stays a maximum of 14 times per calendar year.
Barbeques: All types of barbeques are permitted on patios. Written Council permission is required prior to installing a natural gas barbeque.
Swimming Pool: The swimming pool and the saunas are open every day from 9:00 am to 10:00 pm from May 1st to Thanksgiving Day. A strata lot can have a maximum of 4 guests in the pool and an adult resident must be with them at all times. Anyone under 18 years must be accompanied by an adult resident when using the pool.
Common Room: The Common Room in the pool building is available for rental by residents from immediately after Labour Day through June 30th. The room is well decorated and equipped and can hold up to 50 people. As the swimming pool must be closed when the Common Room is rented, rentals are not allowed in July and August, the heavy use months for the pool.
Pets: Each unit may have a total of no more than two cats and/or dogs. Dogs must be on a leash at all times when on common property and any feces must be immediately picked up, including on patios.
Strata Council: The Strata Council is comprised of a maximum of 7 strata lot owners, who are elected by their fellow owners at the Annual General Meeting, usually held in November of each year. The role of the Strata Council is to operate the strata based on the approved operating and project budgets and to enforce the bylaws established by the owners. Typically, Strata Council meetings are held monthly in the Common Room. Owners are welcome to sit in on Strata Council meetings but will be asked to leave if confidential information is to be discussed. Council meeting minutes are delivered to all residents following each meeting and are often accompanied by a newsletter.
Strata Manager: Woodbridge is currently managed by NAI/Goddard and Smith. The Strata Manager administers the Strata bank accounts but all cheques and fund transfers must be signed by two Council members. The Strata Manager attends all council meetings, does the minutes, drafts letters, arranges contracts for required services and provides guidance to and carries out the instructions of the Strata Council.
Budgets: At the Annual General Meeting an operating budget covering the day to day operating costs of the complex and resulting strata fees are put forward for approval by the owners. There may also be a capital expenditures budget put forward for approval with these costs being covered by funds from the Contingency Reserve Fund or via a one-time special assessment.
Maintenance Responsibilities: Owners are responsible for the interior maintenance of their strata lot and the Strata is responsible for the exterior maintenance of all buildings. This can vary if there is interior damage that has been caused by a roof leak or a broken pipe inside a wall or the exterior damage has been caused by the actions of a resident.
Insurance: The Strata purchases insurance that covers all buildings and Strata lots for fire and water damage, as originally built, as well as, liability coverage on common property. When the Strata lots were originally sold the basements were completely open and unfinished, the kitchen, entry hallway and all bathrooms had linoleum flooring while the living/dining room, stairs to the 2nd floor, the 2nd floor hallway and all three bedrooms had basic nylon carpeting. Owners must have their own insurance for their contents, interior improvements that have been made such as finishing basements or installing high end floor coverings as well as liability insurance for accidents in their Strata lot or for the assignment to them of the strata insurance deductible. An insurance agent should be able to advise you in this regard.
